Prosecuting plants

In Inírida the PDA21One organized a sectorial table inside the departmental table of solidarity, as a way of presenting the program inside the social politics of the government.  First it was said to the students of Option that we should organize, that we were assembling representatives of all the communities that was known they had cultures(culturing) and we were discussing the topic, together with military men, churches and authorities.  The alone idea of getting into so thorny topic put the hair of top.  But the departmental secretary of planeación* refused roundly to that(that) one was organizing a table as such, so(then) also he(she) asked them to lead her. He(she) said to us very clearly that a thing was to order that one should organize from Bogota and another thing in Inírida, where those who were exposing the hide were they.

Those of the center did not return to insisting and in the departmental table there appeared the director and the assistant director of the program, together with Eduardo Díaz Uribe. They did the summons and met the leaders who wanted to take part and all those who were programmed. I could not be in the first table of the PDA, it was hung with others.  The secretary of departmental government presented the conclusions before the departmental table: " The coca is not a business for the Guainía " it was the principal one.  Any action would remove to end of compound way and without violence.  The public force only would act if the previous one was not working.  On his(its) part(report), the representative of the colonists said that they had the will and the need of the government.  " You know where there is the coca better than we. The gringos have the satellites and with it they can see well where every bush is. We what we want it(he,she) is that us devotes myself the possibility of extracting our products, that the inputs come to the department ". At end(purpose), the program seemed to be to them very good, but they were distrusting that was fulfilled, because, as rare(strange) thing, they knew that the government promises but it(he,she) never expires. " We are expectant, to seeing with that(that) the government goes out for us; because, it yes, we are tired of promises " he(she) said.

The employees mentioned the case of a municipality in the Tolima, where the people cutted all the plants(floors), communicated it to the government and were the first ones in receiving the benefits.  In the river Guaviare the people were hoping that were appearing the employees or that was coming to them some information. They were not arranged to throwing(shooting) to the candle the fruit of his(its) work and a possibility of obtaining a revenue.  For all the colonists speaking about coca was the same thing that(that) to speak about bean, banana, cocoa, or any another crop. They were fighting to the salable products, since it was the only thing that was guaranteeing that would not spend(pass) hunger.  Many of them came to the Guainía invited by relatives or friends who needed people for the plantations, and those who did not join dedicated themselves to solve(resolve) the needs of which yes.

Some months later, the secretary of departmental government had to intervene in order that the Armed Forces  was not chasing(prosecuting) the coqueros of the Guaviare, many of hidden them and bearing hunger before his(its) sudden appearance.  The military men answered that they could control where they wanted, while out inside the national territory.  The secretary assured that if they were not stopping(detaining) they were going to arm(assemble) a problem of public order and the PDA to make fail.

Anyhow, an employee of Bogota was speaking privately about the PDA and about antidrugs, and one was recounting them as if they were synonymous.  The priest parson intervened in the table of the program and did called to show will of peace, while the police and the army were saying to the people what had to do.  The same priest told us that in the departmental table had asked him if between(among) the leaders he had remained some military man and it(he) answered them that not.  The peasants exclaimed " less badly! ", as if it was a question of the Coconut. I joust when the sectorial tables were begun to organize for the discussion, the dressed guerrillas of civil and the coqueros that were in the enclosure went out for where they entered.  Since it(he,she) carried out in the Inírida's communal shed, the people could enter and go out to will.  At least a sample of transparency.

The same thing did not happen(pass) in the Vichada. The assault was recent against the guard in Ayacucho and the step was not allowed people who was not carnetized. It(he,she) had welded in every entry and he was not the director of the net.  Nevertheless the discussion between(among) the mayors came a bit beyond(farther,further) and lasted more.  Also it is necessary to have in bill that in Vichada there are three municipalities, in Guainía only one, immensly.

The public order transforms to a community, does that the military men install to themselves and the whole world is a suspect. I wonder: how they were the tables of solidarity in the Urabá? In the average Magdalena? They will have been transparent, open?

In Bogota there were initiated the slowest, very much(great) later that in the Guainía, and we were driven to despair by the delay. The deadline us had passed for two months, because the leaders of the rural sector were managing to need 15 days to come and to find out.  That were returning to his(its,her) communities, they were discussing and returning to Inírida with his(its,her) offers it(he,she) was slightly difficult to deal for the head offices(plants), accustomed to have all the statistical ready(clever) information and him(her) not to ask anything to the people, but to his(its,her) representatives.  The indirect "democracy" could not understand that existed the direct one and he(she) was weighed by the time that it(he,she) was needing to take the decisions.  The secretary of departmental government and the secretary of planeación municipal policeman, which normally were replacing the local agents chief executive, they were saying to me: " The representatives are to take decisions, or but for what they choose them? " Wonder I that they would think of an elect monarchy. Maybe they would not find any difference.

The peoples(villages) of the southeast can have his(its,her) needs of nourishment decisive(resolved) and up to(even) of health with his(its,her) wizards, but the being olímpicamente* ignored and remembered(reminded) only to suppress, it(he,she) has predictable enough consequences. Recent cases as those of Guaviare, Putumayo and Caquetá turned into regional dictatorships with " special zones of public order ", are not precisely a reason for the optimism.  The minister Esguerra wanted to change the constitution to replace the right of peace by a right of war.  Thanks to , in Guainía and Vaupés drug traffickers and military men scarcely do small pushing.
